Location: Covington, KY
Full-Time | Salary Range: $75,000–$90,000
Schedule: In-Office / Monday–Friday, 8 AM–5 PM (occasional evenings/weekends)
Planning & Development Services of Kenton County (PDS) is seeking a dynamic, experienced, and collaborative Community Development Manager to lead development and redevelopment efforts across Kenton County’s jurisdictions.
This role requires a strategic thinker with a passion for community enhancement, strong relationship-building skills, and a proven track record of managing development initiatives. The successful candidate will serve as a key liaison between PDS, local jurisdictions, developers, and regional growth organizations to bring visionary projects to life.
Key Responsibilities:

Collaborate with cities and county leadership to identify and implement development and revitalization opportunities.

Lead and coordinate PDS staff and external partners in the planning and execution of community development projects.

Act as the primary point of contact for development-related activities.

Provide technical expertise and support to growth organizations such as Tri-ED, Catalytic Fund, and REDI Cincinnati.

Conduct research, respond to community inquiries, and present recommendations on planning trends and best practices.

Oversee the community development budget and report regularly to the Executive Director.

Represent PDS at community meetings and regional planning events.

What We’re Looking For:

Bachelor’s degree in community/economic development, planning, real estate, or a related field.

Minimum of 10 years of relevant experience (or equivalent combination of education and experience).

Proven success working with local governments and community partners.

Strong knowledge of development principles, public engagement, and strategic planning.

Proficiency with GIS and standard office software.

Excellent communication, leadership, and facilitation skills.

Valid driver’s license and reliable transportation.
